serviced by BMS. These articles will be treated as first class articles providing air
transmission |

Formula to calculate Volumetric Weight: When the volume is calculated
in cubic centimeters, the formula to determine the volumetric weight in
kilogram shall be – Volumetric Weight (in kg) = (Volume in cm³) ÷ 6000 |
Letter Maximum weight is 2 kilograms Paper used for envelope should be of minimum 70 GSM • The paper
should be flexible enough to bend into “ U shape” • Metals clips and staples
should not be used for closing envelop • If window envelopes are used, Window
size should be Breadth = 35 to 50 mm and Length = 80 to 125 mm • Window Paper
can be of o glassin paper of 35 GSM, o cellophane of 40 GSM o PVC or BOPP of
15 micron thickness ( window) |
Inland Letter cards (ILC) Maximum weight is 5 grams. Rate of postage per ILC is Rs. 2.50 ILCs shall be made of paper of minimum 70 GSM. |
Post card Post Card is the most economical means of communication.
Post cards are for transmission within India only. Dimension is 14 cm X 9 cm
(length and breadth). We accept privately manufactured Post Cards also
provided that they are of same size and consistency of departmentally
manufactured ones |
Book packet Maximum weight is 5 kilograms. ------ This is economical compared to letter post For the first 50 grams or fraction thereof – Rs. 4.00 For every
additional 50 grams or fraction thereof – Rs. 3.00 There shall be no personal communication enclosed or written up on a
book packet • It shall not contain any paper money, postage or other stamps,
cheques etc. |
When a publisher is granted license to post without prepayment, the
PO should take the following action • See that the copies of newspaper are
handed over at the counter with an invoice in duplicate in the prescribed
form showing the details of posting. • The original copy should be retained
by the office of posting and duplicate returned to the sender duly checked. •
The amount of postage due on all postings will be adjusted twice a month on
the 16th for posting between the 1st and 15th of the month and 1st of the
following month in respect of the postings from the 16th to the end of the
month. The bill should be paid within 7 days by the licensee. |
Blind Literature Packet (BLP) Postage / Registration charges / Acknowledgement – Free If sent by
air, Air Surcharge is mandatory |
Parcel service is available generally for transmission of goods Maximum weight - 20 Kgs – For Unregd. Parcel - 4 Kgs – For BO or from
BO - 10 Kgs Tariff – Up to 500 grams - Rs.19 – Additional 500 grams or part -

Air surcharge (Inland) Second class mails are transmitted by surface.
However, if the sender wants these to be airlifted, air surcharge has to be
paid. Rate of air surcharge is – • For the first 50 grams or part thereof –
Rs.2.00 • For every additional 50 grams or fraction thereof – Re 1.00 |
Business Reply Permit Post Office will be charging a handling charge of Re.1.00 per article
in addition to postage, at the time of delivery of Business replies posted by
the customers. The fee payable for obtaining Business Reply Permit is as
follows: • 1st quarter i.e., 1st April to 30th June - Rs. 200.00 • 2nd
quarter i.e., 1st July to 30th Sept. - Rs. 150.00 • 3rd quarter i.e., 1st Oct
to 31st Dec. - Rs. 100.00 • 4th quarter i.e., 1st Jan to 31st March - Rs.
50.00 The permit is to be renewed during March for every financial year. |
o Amount of license fee is Rs.375 for the period of five years. o
when the amount at credit falls below Rs.100/-, further credits should be
made by the user. o Rebate of 3% given, on the previous consumption, if the

The oldest known symbols created
with the purpose of communication through time are the cave paintings |
A Graphic symbol that represents
an idea or concept is called as Ideograph |
The Egyptians had their own set of
symbols to keep track of trade They developed a system of writing known
as hieroglyphics |
Hieroglyph script was
developed about four thousand years before Christ and there was also a
decimal system of numeration up to a million. |
Egyptian hieroglyphics consisted
of two types of symbols: ideograms and phonograms. Ideograms
evolved from pictographs and were symbols of both objects and ideas |
The earliest known journalistic
product was a news sheet circulated in ancient Rome and called the Acta
Diurna |
Cuneiform script is one of the earliest known forms of written
expression |
The cuneiform writing system was
in use for more than 35 centuries, through several stages of evolution, from
the 34th century BC down to the 1st century AD |
In greek 500 BC
developed a system to communicate from one city to another
city that system is called as Visual telegraph |
The visual Telegraph was by
building a series of brick walls with indentations at the top.
Each indentation represented a letter of the Greek alphabet. To send a
message, people lit fires at the appropriate spots to send express a message.
A watcher at the next wall would resend the message to wherever it needed to
get to |
PAPYRUS: is a tall, aquatic reed plant, Cyperus Papyrus, noted
especially for its use for ancient writing material. The papyrus plant,
so abundant in ancient Lower Egypt |
Coranto is a term used to describe early informational
broadsheets precursors to newspaper |
In the English-speaking world, the
earliest predecessors of the newspaper were corantos, small news
pamphlets produced only when some event worthy of notice occurred. |
By December 1620, Corantos
(single folio sheets) of news about the wars in Europe, printed in
English, were making their way across the English Channel from Holland. |
The formal study of language began
in India with Panini the 5th century BC
grammarian who formulated 3,959 rules of Sanskrit morphology. |
When writing evolved in the human
world, communications came into existence. Postal services long existed in
China since 4000 BC. Millennium later, Egypt and Assyria had their postal
services. |
The Chinese and Egyptian services
were confined to imperial court circles, but in Assyria the service was open
to the mercantile class. |
Historical references to postal
systems in Egypt dated from about 2000 BC |
The two Greek historians, Herodotus
and Xenophon, wrote the detailed descriptions about the postal
network. |
Rowland Hill formulated proposals on reforming the modern postal system
between 1835 and 1837. |
A telegraph is
a device for transmitting and receiving messages over long distances, i.e.,
for telegraphy. |
Beginning in 1836, the American
artist Samuel F B Morse the American physicist Joseph Henry
and Alfred Vail developed an electrical
telegraph system. |
The Morse code was
developed so that operators could translate the indentations marked on the
paper tape into text message |
Morse code is a method of
transmitting textual information as a series of on-off tones,
lights, or clicks that can be directly understood by a skilled listener or
observer without special equipment |
The first successful
submarine telegraph was laid between Dover and Calais, a distance of
twenty-four miles, in 1850 |
The transatlantic
telegraph cable was the first cable used for
telegraph communications laid across the floor of the Atlantic
Ocean in 1866 from Ireland to Canada |
Alexander Graham Bell
being awarded the first US Patent for the telephone in 1876 |
